It is a four-in-one tool, not a weapon you repair at a smith.

Buy it at Community Center → Starsand Shop (added in update 0.3.6743). There is no confirmed repair bench. Searches for “Golden Cudgel repair” are almost always the old mining-skill bug, which official notes already fixed.
