No. Starsand Island currently does not have a traditional marriage or wedding system. Reaching 5 hearts unlocks cohabitation (move in), not a ceremony.
Post-launch coverage still calls out the missing marriage mechanics. Version 1.0 added relationship stories from 3 hearts and dating activities (picnic, arcade, kite) for 14 romanceable characters. That is the upgrade. It is not a wedding DLC.
